Land Issues For Future Illinois Accelerators:  The SSC Experience

Stan Yonkauski, Legal Counsel, Illinois Dept. of Natural Resources

The Superconducting Super Collider (SSC) is one of those rare unsuccessful projects that should be held up as an example and model for similar future efforts.  Illinois was unsuccessful for numerous reasons: one of the technical reasons -- LAND ACQUISITION -- is the springboard for this talk.

Here is an outline of what I want to talk about:

Basic real estate concepts:  property ownership, easements, licenses, and other property interests; why is it ok for an airplane to flyover my house.

The SSC Experiences: The ground truth in Northern Illinois; the scope of land acquisition problems and what solutions we saw for Illinois' SSC land acquisition efforts.  Would our solutions work?
